   WHO'S TRULY BEHIND THE ATTACK ON AMERICA?

   Many people have compared the horrendous terrorist attack on New
 York's World Trade Center and the Pentagon in Washington to the
 attack on Pearl Harbor in 1941. It is an apt comparison, though not
 for the reasons most people think.

    For true students of history, it is now nearly beyond dispute that
 certain high-ranking officials in Washington, D. C. knew in advance
 of the Japanese intention to attack the U.S. fleet in Hawaii, yet did
 nothing to prevent it.

   President Roosevelt, who at the time was blatantly violating the
 Neutrality Act, has been quoted as saying, "A Japanese attack on
 us.would certainly fulfill two of the most important requirements of
 our policy [to engage America in the war despite his pledge to keep
 us out of war.]"

   Must the citizens of the United States wait another 50 years to
 learn that the 9-11 terrorist attack was allowed to take place just
 like Pearl Harbor?

   Could such an appalling scenario possibly be true?

   Consider the comment of Kenneth Katzman, a terrorist expert with the

   Congressional Research Service, who told the Washington Post, "How
 nothing could have been picked up [by U.S. intelligence agencies
 regarding the coming attack] is beyond me."

   Simple countermeasures against such an attack now seem apparent. For
 example, if the airlines would assigned just one armed plainclothes
 security man to each flight, this tragedy may have been averted since
 apparently the hijackers were armed only with knives or other type
 blades. So, how were they able to overpower a plane load of people
 and, more importantly, gain access to the cockpits? Who taught them
 to fly jumbo jets?

   As in the case of the assassination of President John F. Kennedy,
 the key to understanding the event lies not in who actually committed
 the violence but rather who was able to strip away the normal
 security protection.

   Government and airline officials knew immediately that planes had
 been hijacked, yet no interceptors appeared in the air until after
 the attacks were completed. Who stripped away the normal security
 protection of America on 9-11?

   At least in this most recent case, the government cannot blame the
 attack on a lone deranged individual, some Lee Harvey McVeigh. They
 must deal with a full-blown conspiracy, even though authorities were
 quick to point the finger at Osama bin-Laden. Any investigation of
 bin-Laden must look beyond the man, to the backers and financiers
 behind him.

   The trail of the terrorists will most probably become murky, with
 plenty of accusations for all concerned. But one thing appears quite
 clear, the tragic events of 9-11 play right into the hands of persons
 with an agenda aimed at eroding American liberties and sovereignty.

   After decades of bloated and misused defense budgets, there are now
 calls for doubling our defense allocation. In a time of rising
 recognition that the CIA is an agency never sought by the public and
 one which has brought so much condemnation on this nation, there are
 now cries for doubling its size and budget. If the chief security
 officer for a large company fails to protect one of its most prized
 assets, is he more likely to be fired or have his pay doubled?

   Watch for more anti-terrorist legislation to further shred the U.S.
 Constitution.

   As we all scramble to deal with the effects of terrorism, are we in
 danger of losing our few remaining individual liberties? The media
 blithely reported that each of the cell phone calls made by doomed
 passengers on the hijacked airliners was recorded by the government.
 Doesn't this mean that all cell phone calls are, or can be, recorded?
 Whatever happened to telephone privacy? Where is the indignant outcry
 over such Big Brotherism.

   But the biggest threat comes from the inner elite of the globalist
 societies. Within hours of the attack, the television and radio
 airwaves were full of ranking Council on Foreign Relations members,
 such as Henry Kissinger, Wesley Clark, Alexander Haig and Strobe
 Talbot. Talbot, President Clinton's deputy secretary of state, told
 Time magazine in 1992, "In the next century [today], nations as we
 know it will be obsolete; all states will recognize a single, global
 authority."

   No matter who was speaking, their "party line" was the same:
 terrible tragedy, find and punish those responsible, stop terrorism.
 But, of course, since terrorists move between national boundaries, we
 must joined with other "freedom loving" nations and work with the
 United Nations and NATO to combat this new menace. This is a thinly-
 disguised effort to have a mourning and emotional American public
 stampeded into their New World Order.

   Also, consider that we are distracted from a faltering economy [the
 current crisis may require more federal financial controls], a
 plummeting public opinion of George W. Bush and surging energy prices.

   Would leaders allow a public disaster to happen with an eye toward
 advancing their agendas? It's happened before. in Nero's burning
 Rome, Germany's gutted Reichstag, at Pearl Harbor and gain at the
 Gulf of Tonkin.

   While we should grieve for our losses, we must keep our heads. When
 the emotions of the moment run hot, we must remain cool and
 thoughtful so that we can find who is truly behind this attack on
 America.

A few hours after the terrorist attacks on the World Trade Centre and the
Pentagon, the Bush administration concluded without supporting evidence,
that "Osama bin Laden and his al-Qaeda organisation were prime suspects".
CIA Director George Tenet stated that bin Laden has the capacity to plan
``multiple attacks with little or no warning.'' Secretary of State Colin
Powell called the attacks "an act of war" and President Bush confirmed in an
evening televised address to the Nation that he would "make no distinction
between the terrorists who committed these acts and those who harbor them".
Former CIA Director James Woolsey pointed his finger at "state sponsorship,"
implying the complicity of one or more foreign governments. In the words of
former National Security Adviser, Lawrence Eagleburger, "I think we will
show when we get attacked like this, we are terrible in our strength and in
our retribution."

Meanwhile, parroting official statements, the Western media mantra has
approved the launching of "punitive actions" directed against civilian
targets in the Middle East. In the words of William Saffire writing in the
New York Times: "When we reasonably determine our attackers' bases and
camps, we must pulverize them -- minimizing but accepting the risk of
collateral damage" -- and act overtly or covertly to destabilize terror's
national hosts".

The following text outlines the history of Osama Bin Laden and the links of
the Islamic "Jihad" to the formulation of US foreign policy during the Cold
War and its aftermath.

Prime suspect in the New York and Washington terrorists attacks, branded by
the FBI as an "international terrorist" for his role in the African US
embassy bombings, Saudi born Osama bin Laden was recruited during the
Soviet-Afghan war "ironically under the auspices of the CIA, to fight Soviet
invaders". 1

In 1979 "the largest covert operation in the history of the CIA" was
launched in response to the Soviet invasion of Afghanistan in support of the
pro-Communist government of Babrak Kamal.2:

With the active encouragement of the CIA and Pakistan's ISI [Inter Services
Intelligence], who wanted to turn the Afghan jihad into a global war waged
by all Muslim states against the Soviet Union, some 35,000 Muslim radicals
from 40 Islamic countries joined Afghanistan's fight between 1982 and 1992.
Tens of thousands more came to study in Pakistani madrasahs. Eventually more
than 100,000 foreign Muslim radicals were directly influenced by the Afghan
jihad.3

The Islamic "jihad" was supported by the United States and Saudi Arabia with
a significant part of the funding generated from the Golden Crescent drug
trade:

In March 1985, President Reagan signed National Security Decision Directive
166,...[which] authorize[d] stepped-up covert military aid to the
mujahideen, and it made clear that the secret Afghan war had a new goal: to
defeat Soviet troops in Afghanistan through covert action and encourage a
Soviet withdrawal. The new covert U.S. assistance began with a dramatic
increase in arms supplies -- a steady rise to 65,000 tons annually by 1987,
... as well as a "ceaseless stream" of CIA and Pentagon specialists who
traveled to the secret headquarters of Pakistan's ISI on the main road near
Rawalpindi, Pakistan. There the CIA specialists met with Pakistani
intelligence officers to help plan operations for the Afghan rebels.4
The Central Intelligence Agency (CIA) using Pakistan's military
Inter-Services Intelligence (ISI) played a key role in training the
Mujahideen. In turn, the CIA sponsored guerrilla training was integrated
with the teachings of Islam:

Predominant themes were that Islam was a complete socio-political ideology,
that holy Islam was being violated by the atheistic Soviet troops, and that
the Islamic people of Afghanistan should reassert their independence by
overthrowing the leftist Afghan regime propped up by Moscow.5

Pakistan's Intelligence Apparatus

Pakistan's ISI was used as a "go-between". The CIA covert support to the
"jihad" operated indirectly through the Pakistani ISI, --i.e. the CIA did
not channel its support directly to the Mujahideen. In other words, for
these covert operations to be "successful", Washington was careful not to
reveal the ultimate objective of the "jihad", which consisted in destroying
the Soviet Union.

In the words of CIA's Milton Beardman "We didn't train Arabs". Yet according
to Abdel Monam Saidali, of the Al-aram Center for Strategic Studies in
Cairo, bin Laden and the "Afghan Arabs" had been imparted "with very
sophisticated types of training that was allowed to them by the CIA" 6

CIA's Beardman confirmed, in this regard, that Osama bin Laden was not aware
of the role he was playing on behalf of Washington. In the words of bin
Laden (quoted by Beardman): "neither I, nor my brothers saw evidence of
American help". 7

Motivated by nationalism and religious fervor, the Islamic warriors were
unaware that they were fighting the Soviet Army on behalf of Uncle Sam.
While there were contacts at the upper levels of the intelligence hierarchy,
Islamic rebel leaders in theatre had no contacts with Washington or the CIA.

With CIA backing and the funneling of massive amounts of US military aid,
the Pakistani ISI had developed into a "parallel structure wielding enormous
power over all aspects of government". 8 The ISI had a staff composed of
military and intelligence officers, bureaucrats, undercover agents and
informers, estimated at 150,000. 9

Meanwhile, CIA operations had also reinforced the Pakistani military regime
led by General Zia Ul Haq:

'Relations between the CIA and the ISI [Pakistan's military intelligence]
had grown increasingly warm following [General] Zia's ouster of Bhutto and
the advent of the military regime,'... During most of the Afghan war,
Pakistan was more aggressively anti-Soviet than even the United States. Soon
after the Soviet military invaded Afghanistan in 1980, Zia [ul Haq] sent his
ISI chief to destabilize the Soviet Central Asian states. The CIA only
agreed to this plan in October 1984.... `the CIA was more cautious than the
Pakistanis.' Both Pakistan and the United States took the line of deception
on Afghanistan with a public posture of negotiating a settlement while
privately agreeing that military escalation was the best course.10

The Golden Crescent Drug Triangle

The history of the drug trade in Central Asia is intimately related to the
CIA's covert operations. Prior to the Soviet-Afghan war, opium production in
Afghanistan and Pakistan was directed to small regional markets. There was
no local production of heroin. 11 In this regard, Alfred McCoy's study
confirms that within two years of the onslaught of the CIA operation in
Afghanistan, "the Pakistan-Afghanistan borderlands became the world's top
heroin producer, supplying 60 percent of U.S. demand. In Pakistan, the
heroin-addict population went from near zero in 1979... to 1.2 million by
1985 -- a much steeper rise than in any other nation":12

CIA assets again controlled this heroin trade. As the Mujahideen guerrillas
seized territory inside Afghanistan, they ordered peasants to plant opium as
a revolutionary tax. Across the border in Pakistan, Afghan leaders and local
syndicates under the protection of Pakistan Intelligence operated hundreds
of heroin laboratories. During this decade of wide-open drug-dealing, the
U.S. Drug Enforcement Agency in Islamabad failed to instigate major seizures
or arrests ... U.S. officials had refused to investigate charges of heroin
dealing by its Afghan allies `because U.S. narcotics policy in Afghanistan
has been subordinated to the war against Soviet influence there.' In 1995,
the former CIA director of the Afghan operation, Charles Cogan, admitted the
CIA had indeed sacrificed the drug war to fight the Cold War. `Our main
mission was to do as much damage as possible to the Soviets. We didn't
really have the resources or the time to devote to an investigation of the
drug trade,'... `I don't think that we need to apologize for this. Every
situation has its fallout.... There was fallout in terms of drugs, yes. But
the main objective was accomplished. The Soviets left Afghanistan.'13

In the Wake of the Cold War

In the wake of the Cold War, the Central Asian region is not only strategic
for its extensive oil reserves, it also produces three quarters of the
World's opium representing multibillion dollar revenues to business
syndicates, financial institutions, intelligence agencies and organized
crime. The annual proceeds of the Golden Crescent drug trade (between 100
and 200 billion dollars) represents approximately one third of the Worldwide
annual turnover of narcotics, estimated by the United Nations to be of the
order of $500 billion.14

With the disintegration of the Soviet Union, a new surge in opium production
has unfolded. (According to UN estimates, the production of opium in
Afghanistan in 1998-99 -- coinciding with the build up of armed insurgencies
in the former Soviet republics-- reached a record high of 4600 metric
tons.15 Powerful business syndicates in the former Soviet Union allied with
organized crime are competing for the strategic control over the heroin
routes.

The ISI's extensive intelligence military-network was not dismantled in the
wake of the Cold War. The CIA continued to support the Islamic "jihad" out
of Pakistan. New undercover initiatives were set in motion in Central Asia,
the Caucasus and the Balkans. Pakistan's military and intelligence apparatus
essentially "served as a catalyst for the disintegration of the Soviet Union
and the emergence of six new Muslim republics in Central Asia." 16.

Meanwhile, Islamic missionaries of the Wahhabi sect from Saudi Arabia had
established themselves in the Muslim republics as well as within the Russian
federation encroaching upon the institutions of the secular State. Despite
its anti-American ideology, Islamic fundamentalism was largely serving
Washington's strategic interests in the former Soviet Union.

Following the withdrawal of Soviet troops in 1989, the civil war in
Afghanistan continued unabated. The Taliban were being supported by the
Pakistani Deobandis and their political party the Jamiat-ul-Ulema-e-Islam
(JUI). In 1993, JUI entered the government coalition of Prime Minister
Benazzir Bhutto. Ties between JUI, the Army and ISI were established. In
1995, with the downfall of the Hezb-I-Islami Hektmatyar government in Kabul,
the Taliban not only instated a hardline Islamic government, they also
"handed control of training camps in Afghanistan over to JUI factions..." 17

And the JUI with the support of the Saudi Wahhabi movements played a key
role in recruiting volunteers to fight in the Balkans and the former Soviet
Union.

Jane Defense Weekly confirms in this regard that "half of Taliban manpower
and equipment originate[d] in Pakistan under the ISI" 18

In fact, it would appear that following the Soviet withdrawal both sides in
the Afghan civil war continued to receive covert support through Pakistan's
ISI. 19

In other words, backed by Pakistan's military intelligence (ISI) which in
turn was controlled by the CIA, the Taliban Islamic State was largely
serving American geopolitical interests. The Golden Crescent drug trade was
also being used to finance and equip the Bosnian Muslim Army (starting in
the early 1990s) and the Kosovo Liberation Army (KLA). In last few months
there is evidence that Mujahideen mercenaries are fighting in the ranks of
KLA-NLA terrorists in their assaults into Macedonia.

No doubt, this explains why Washington has closed its eyes on the reign of
terror imposed by the Taliban including the blatant derogation of women's
rights, the closing down of schools for girls, the dismissal of women
employees from government offices and the enforcement of "the Sharia laws of
punishment".20

The War in Chechnya

With regard to Chechnya, the main rebel leaders Shamil Basayev and Al
Khattab were trained and indoctrinated in CIA sponsored camps in Afghanistan
and Pakistan. According to Yossef Bodansky, director of the U.S. Congress's
Task Force on Terrorism and Unconventional Warfare, the war in Chechnya had
been planned during a secret summit of HizbAllah International held in 1996
in Mogadishu, Somalia. 21 The summit, was attended by Osama bin Laden and
high-ranking Iranian and Pakistani intelligence officers. In this regard,
the involvement of Pakistan's ISI in Chechnya "goes far beyond supplying the
Chechens with weapons and expertise: the ISI and its radical Islamic proxies
are actually calling the shots in this war". 22

Russia's main pipeline route transits through Chechnya and Dagestan. Despite
Washington's perfunctory condemnation of Islamic terrorism, the indirect
beneficiaries of the Chechen war are the Anglo-American oil conglomerates
which are vying for control over oil resources and pipeline corridors out of
the Caspian Sea basin.

The two main Chechen rebel armies (respectively led by Commander Shamil
Basayev and Emir Khattab) estimated at 35,000 strong were supported by
Pakistan's ISI, which also played a key role in organizing and training the
Chechen rebel army:

[In 1994] the Pakistani Inter Services Intelligence arranged for Basayev and
his trusted lieutenants to undergo intensive Islamic indoctrination and
training in guerrilla warfare in the Khost province of Afghanistan at Amir
Muawia camp, set up in the early 1980s by the CIA and ISI and run by famous
Afghani warlord Gulbuddin Hekmatyar. In July 1994, upon graduating from Amir
Muawia, Basayev was transferred to Markaz-i-Dawar camp in Pakistan to
undergo training in advanced guerrilla tactics. In Pakistan, Basayev met the
highest ranking Pakistani military and intelligence officers: Minister of
Defense General Aftab Shahban Mirani, Minister of Interior General
Naserullah Babar, and the head of the ISI branch in charge of supporting
Islamic causes, General Javed Ashraf, (all now retired). High-level
connections soon proved very useful to Basayev.23

Following his training and indoctrination stint, Basayev was assigned to
lead the assault against Russian federal troops in the first Chechen war in
1995. His organization had also developed extensive links to criminal
syndicates in Moscow as well as ties to Albanian organized crime and the
Kosovo Liberation Army (KLA). In 1997-98, according to Russia's Federal
Security Service (FSB) "Chechen warlords started buying up real estate in
Kosovo... through several real estate firms registered as a cover in
Yugoslavia" 24

Basayev's organisation has also been involved in a number of rackets
including narcotics, illegal tapping and sabotage of Russia's oil pipelines,
kidnapping, prostitution, trade in counterfeit dollars and the smuggling of
nuclear materials (See Mafia linked to Albania's collapsed pyramids, 25
Alongside the extensive laundering of drug money, the proceeds of various
illicit activities have been funneled towards the recruitment of mercenaries
and the purchase of weapons.

During his training in Afghanistan, Shamil Basayev linked up with Saudi born
veteran Mujahideen Commander "Al Khattab" who had fought as a volunteer in
Afghanistan. Barely a few months after Basayev's return to Grozny, Khattab
was invited (early 1995) to set up an army base in Chechnya for the training
of Mujahideen fighters. According to the BBC, Khattab's posting to Chechnya
had been "arranged through the Saudi-Arabian based [International] Islamic
Relief Organisation, a militant religious organisation, funded by mosques
and rich individuals which channeled funds into Chechnya".26

Concluding Remarks

Since the Cold War era, Washington has consciously supported Osama bin
Laden, while at same time placing him on the FBI's "most wanted list" as the
World's foremost terrorist.

While the Mujahideen are busy fighting America's war in the Balkans and the
former Soviet Union, the FBI --operating as a US based Police Force- is
waging a domestic war against terrorism, operating in some respects
independently of the CIA which has --since the Soviet-Afghan war-- supported
international terrorism through its covert operations.

In a cruel irony, while the Islamic jihad --featured by the Bush
Adminstration as "a threat to America"-- is blamed for the terrorist
assaults on the World Trade Centre and the Pentagon, these same Islamic
organisations constitute a key instrument of US military-intelligence
operations in the Balkans and the former Soviet Union.

In the wake of the terrorist attacks in New York and Washington, the truth
must prevail to prevent the Bush Adminstration together with its NATO
partners from embarking upon a military adventure which threatens the future
of humanity.

The New York Times has published an article confirming the air defense
problems tragically illustrated by Tuesday's acts of war against this
country, and confirming that the FAA was well aware that airliners had been
hijacked PRIOR to the crashes into the World Trade Center towers and the
Pentagon but fighters were not scrambled in time for some reason.  See this

The article reveals that "The Federal Aviation Administration has officially
REFUSED TO DISCUSS ... the SEQUENCE OF EVENTS on Tuesday morning, saying
these are part of the Federal Bureau of Investigation's inquiry."

WHAT????  You mean that 10,000 of our citizens can be slaughtered in
coldblood and the FAA can REFUSE TO DISCUSS EVEN WHAT HAPPENED?????

This is absolutely contemptible.  This is the response of a bunch of
CRIMINALS TAKING THE 5th.

At what level of carnage would the FAA finally relent and DISCUSS THE
SEQUENCE OF EVENTS leading to the carnage?  Would it take 100,000 dead?  How
about 1 million dead?  Would maybe at 70 million dead -- one-fourth of the
U.S. population -- as in a nuclear war, would the FAA finally relent and
DISCUSS THE SEQUENCE OF EVENTS that led to such a holocaust?????

The article goes on to discuss the military-civilian system of air traffic
control set up in the 50's (I had traced it to 1952 via ADC histories in
researching the UFO air defense issue).  It claims these are "provisions for
close communications between civilian [FAA] and military [NORAD] traffic
officials."  But it looks to me like the 1950's system of minute-by-minute
coordination between CAA/FAA and ADC/NORAD of air traffic information to
identify all flights has broken down.  There doesn't seem to be a continuous
flow of instantaneous electronic air traffic data to NORAD.  Instead, someone
at FAA, a human, has to DECIDE to notify NORAD.  The data apparently (I don't
_know_ for sure) doesn't automatically appear on NORAD display screens.  Or
if it does, NORAD doesn't task computers to track and pay attention to air
target data unless and until the FAA singles out traffic for attention.

The excuse that this was unprecedented, they were taken by surprise, didn't
know what to do about civilian airliners hijacked as weapons of war, etc., is
just POPPYCOCK.  Ever heard of Pearl Harbor????  It was UNPRECEDENTED, a
SURPRISE, an ACT of WAR.  Later in the war we had SUICIDE KAMIKAZE bombers.
The CIA was set up in 1947 to warn against and to prevent future Pearl
Harbors.  The rules of engagement for fighter interception of Unidentified
Targets, as we've seen from UFO incidents, has never been so EFFETE and
CONFUSED.

If the target was behaving peculiarly or entered a Restricted Zone (remember
the Washington National Airport UFO incidents of July 1952?) the targets were
INTERCEPTED.  At the very least fighters could have pinpointed the airliners,
followed their headings and alerted ahead where the airliners seemed to be
going, especially American Flight 77 which reportedly flew around the White
House and the Capitol prior to plunging into the Pentagon.

In the Wash Nat UFO incidents we saw there was a delay in scrambling fighters
because the runway at Andrews AFB was closed for repairs and the F-94's had
to come from Dover AFB in Delaware over 100 miles away.  Has NO ONE IN AIR
DEFENSE LEARNED ANY LESSONS from 1952????  I thought they had and that in
part at least it was recognized that the comprehensive system of CAA-ADC
communication was going to solve such problems, though in 1952 it was
realized that it would take a few years before the system would be fully up
and running.  And THAT was in the days before computers and satellites.  What
excuse do we have today?

NEWS EMBARGO AFTER ISRAELI LINK LEAK

Stern-Intel (Canada). A US military intelligence source revealed details of an internal intelligence memo that points to the Israeli Mossad intelligence service having links to the World Trade Center and Pentagon attacks. The intelligence source, who requested his name be withheld, confirmed the internal US intelligence memo circulated four weeks ago described information that pointed to the threat of a covert Israeli operation on US 
soil to turn mass public opinion against Palestinian Arabs via an apparent terrorist attack on US interests that would give Israel the green light to implement a large scale military onslaught against the Palestinian Arab population.
The 11 September attack has been described by experts as being too sophisticated for a lone terrorist group to execute. "This attack required a high level of military precision and the resources of  an advanced 
intelligence agency. In addition, the attackers would have needed to be extremely  familiar with both air force one flight operations, civil airline flight paths and aerial assault tactics on sensitive US cities like 
Washington, Stated David Stern an expert on Israeli intelligence operations. The attacks targeted the Pentagon, World Trade Center towers, with the White House and Air Force One also being targets according to the FBI.
"The attacks have certainly turned US public opinion firmly back in Israel's favor after 11 months of Palestinian uprising, heavy criticism of Israel over war crimes allegations and racism by a UN conference in Durban. The attacks serve no Arab group or nation's interests but their timing came in the midst of international condemnation of Israel for its policy of death squad assassination of Palestinian political and police figures", added Stern.
If verified, the news of Israel's involvement in the US attack will come as no surprise to intelligence experts. The state of Israel has a long history of covert operations against Western targets with attacks on the King David Hotel, USS Liberty, murder of a Scandinavian UN envoy as well as espionage against the US during the Jonathan Pollard case.
On Wednesday the US defense department issued a warning to its officials to halt the leak of information on the investigation which it says is happening on a daily basis since the attacks occurred.

Bin Laden comes home to roost His CIA ties are only the beginning of a
woeful story

NEW YORK, Aug. 24, 1998 -  At the CIA, it happens often enough to have a
code name: Blowback. Simply defined, this is the term that describes an
agent, an operative or an operation that has turned on its creators. Osama
bin Laden, our new public enemy Number 1, is the personification of
blowback. And the fact that he is viewed as a hero by millions in the
Islamic world proves again the old adage: Reap what you sow.

BEFORE YOU CLICK on my face and call me naive, let me concede some points.
Yes, the West needed Josef Stalin to defeat Hitler. Yes, there were times
during the Cold War when supporting one villain (Cambodia's Lon Nol, for
instance) would have been better than the alternative (Pol Pot). So yes,
there are times when any nation must hold its nose and shake hands with the
devil for the long-term good of the planet.

But just as surely, there are times when the United States, faced
with such moral dilemmas, should have resisted the temptation to act. Arming
a multi- national coalition of Islamic extremists in
Afghanistan during the 1980s - well after the destruction of the
Marine barracks in Beirut or the hijacking of TWA Flight 847 - was
one of those times.

BIN LADEN'S BEGINNINGS

As anyone who has bothered to read this far certainly knows by now, bin
Laden is the heir to Saudi construction fortune who, at least
since the early 1990s, has used that money to finance countless
attacks on U.S. interests and those of its Arab allies around the
world.

Osama bin Laden's network

As his unclassified CIA biography states, bin Laden left Saudi Arabia
to fight the Soviet army in Afghanistan after Moscow's invasion in
1979. By 1984, he was running a front organization known as Maktab
al-Khidamar - the MAK - which funneled money, arms and fighters from the
outside world into the Afghan war.

What the CIA bio conveniently fails to specify (in its unclassified
form, at least) is that the MAK was nurtured by Pakistan's state
security services, the Inter-Services Intelligence agency, or ISI,
the CIA's primary conduit for conducting the covert war against
Moscow's occupation.

By no means was Osama bin Laden the leader of Afghanistan's
mujahedeen. His money gave him undue prominence in the Afghan
struggle, but the vast majority of those who fought and died for
Afghanistan's freedom - like the Taliban regime that now holds sway
over most of that tortured nation - were Afghan nationals.

Yet the CIA, concerned about the factionalism of Afghanistan made
famous by Rudyard Kipling, found that Arab zealots who flocked to aid the
Afghans were easier to "read" than the rivalry-ridden natives.
While the Arab volunteers might well prove troublesome later, the
agency reasoned, they at least were one-dimensionally anti-Soviet for now.
So bin Laden, along with a small group of Islamic militants from Egypt,
Pakistan, Lebanon, Syria and Palestinian refugee camps all over the Middle
East, became the "reliable" partners of the CIA in its war against Moscow.

WHAT'S 'INTELLIGENT' ABOUT THIS?

Though he has come to represent all that went wrong with the CIA's
reckless strategy there, by the end of the Afghan war in 1989, bin
Laden was still viewed by the agency as something of a dilettante - a rich
Saudi boy gone to war and welcomed home by the Saudi monarchy he so hated as
something of a hero.

 America strikes back

In fact, while he returned to his family's construction business, bin
Laden had split from the relatively conventional MAK in 1988 and
established a new group, al-Qaida, that included many of the more
extreme MAK members he had met in Afghanistan.

Most of these Afghan vets, or Afghanis, as the Arabs who fought there became
known, turned up later behind violent Islamic movements around the world.
Among them: the GIA in Algeria, thought responsible for the massacres of
tens of thousands of civilians; Egypt's Gamat Ismalia, which has massacred
western tourists repeatedly in recent years; Saudi Arabia Shiite militants,
responsible for the Khobar Towers and Riyadh bombings of 1996.

Indeed, to this day, those involved in the decision to give the
Afghan rebels access to a fortune in covert funding and top-level
combat weaponry continue to defend that move in the context of the
Cold War. Sen. Orrin Hatch, a senior Republican on the Senate
Intelligence Committee making those decisions, told my colleague
Robert Windrem that he would make the same call again today even
knowing what bin Laden would do subsequently. "It was worth it," he
said.

"Those were very important, pivotal matters that played an important role in
the downfall of the Soviet Union," he said.

HINDSIGHT OR TUNNEL VISION

It should be pointed out that the evidence of bin Laden's connection
to these activities is mostly classified, though its hard to imagine
the CIA rushing to take credit for a Frankenstein's monster like
this.

It is also worth acknowledging that it is easier now to oppose the
CIA's Afghan adventures than it was when Hatch and company made them in the
mid-1980s. After all, in 1998 we now know that far larger elements than
Afghanistan were corroding the communist party's grip on power in Moscow.

Even Hatch can't be blamed completely. The CIA, ever mindful of the need to
justify its "mission," had conclusive evidence by the
mid-1980s of the deepening crisis of infrastructure within the Soviet
Union. The CIA, as its deputy director William Gates acknowledged
under congressional questioning in 1992, had decided to keep that
evidence from President Reagan and his top advisors and instead
continued to grossly exaggerate Soviet military and technological
capabilities in its annual "Soviet Military Power" report right up to
1990.

Given that context, a decision was made to provide America's
potential enemies with the arms, money - and most importantly - the
knowledge of how to run a war of attrition violent and well-organized
enough to humble a superpower.

That decision is coming home to roost.

       Benyamin Netanyahu, former Israeli prime minister, on being asked
 what the attack means for relations between the US and Israel: "It's very
 good." 

       * Least credible analysis

       New York Times columnist William Safire, claiming there was a terrorist
 mole in the White House, relaying to the kamikaze pilots the whereabouts of
 the President and the special coordinates of Air Force One. Safire's political
 mission in that particular column was to explain why the President fled
 down a SAC bunker in Nebraska. * Least credible news footage 

       CNN's videotape of Palestinians supposedly dancing in the streets of a
 West Bank town. CounterPuncher Marcio A.V. Carvalho at the state
 university of Campinas in Brazil tells us that he and his colleagues had
 compared this tape with one from 1991 showing Palestinian cheering, and
 found them to be identical. [a claim--though Canadian news footage shows

       America's Greens Rally to Flag, Run for Cover 

       Hot to present themselves as staunch flag-waggers, some of America's
 premier environmental organizations have disgracefully ditched their
 principles. 

       The Sierra Club, America's oldest green group has abruptly turned off its
 campaign against the anti-environmental program of the Bush
 administration. CounterPunch has secured an internal memo in which the
 club's high command explains to its staff why it suspending its campaigns.
 "In response to the attacks on America," the memo goes, "we are shifting
 our communications strategy for the immediate future. We have taken all of
 our ads off of the air; halted our phone banks; removed any material from
 the web that people could perceive as anti-Bush, and we are taking other
 steps to prevent the Sierra Club from being perceived as controversial
 during this crisis. For now we are going to stop aggressively pushing our
 agenda and will cease bashing President Bush " 

       The memo then instructs club staffers on how to respond to the press:
 "If you are asked about what this terrorism does to the Sierra Club's agenda,
 please respond simply by saying that right now the public needs to focus on
 comforting each other and strengthening our national security to deal with
 the crisis at hand." 

       Imagine if this craven posture spreads across the public interest
 movement. We could expect First Amendment defenders to say that they
 were abandoning efforts to protect the Bill of Rights. We could expect
 groups defending immigrants to say that henceforth the INS should be given
 free rein. Fortunately First Amendment defenders and defenders of
 immigrants have stronger spines and principles than the supposed
 defenders of the environment at the Sierra Club. Are we now to expect the
 Club to endorse drilling in the Arctic National Wildlife Reserve as necessary
 "for national security"? 

       Even groups that we here at CounterPunch have admired are now in
 pellmell cowardly retreat. 

       The Berkeley-based International Rivers Network, which has been the
 main bulwark against the Three Gorges dam in China, now announces that
 it is suspending its planned nationwide protest against Morgan Stanley, one
 of the dam's principle financiers. Morgan Stanley had 50 floors of offices in
 the World Trade Center. IRN has also announced that "out of respect for the
 victims of this disaster, with understanding of the strategic difficulties in
 conveying to a shocked media and public our messages regarding the
 World Bank and IMF, with concern for the integrity of security systems in
 Washington DC, and for the safety of all, we will refrain from participating in
 activities surrounding the planned World Bank / IMF this month. We are also
 sharing our concerns with the leading organizations responsible for planning
 and coordinating these activities." 

       The Ruckus Society, the direct action training group involved in many
 demonstrations at the World Trade Organization has simultaneously
 announced that it is canceling its training camp, to be held in Middleburgh,
 Virginia, scheduled as preparation for the next World Bank meeting. This
 camp was to be cosponsored by the Institute for Policy Studies, Jobs with
 Justice and Global Exchange. All these organizations have now backed out,
 saying that now is not the time for such activity. 

       The Rainforest Action Network, based in San Francisco, has called for
 the cancellation of the protest and said that in the event it goes forward it
 will not participate. 

       Let's get this straight. If all resisters to the Bush political program were
 to follow this shameful exhibition by these green groups, we would see
 peace groups declining to protest against nuclear attacks on Iraq and armed
 invasion of Afghanistan. We would see civil rights sitting on their hands as
 racial and religious profiling is used to persecute people of Middle Eastern
 descent. Defenders of Palestinian rights would say that for the time being
 they wouldn't protest the use of US Apache helicopters against civilians in
 West Bank towns and villages. What nonsense! Principles are never more
 important than when it is inconvenient or dangerous to stand up for them. 

       Big Oil's Kamikaze 

       Rep. Don Young, the wild man from Alaska, was one of the few
 members of congress who didn't completely buy into the notion of Osama
 bin Laden as the mastermind of the attacks on the World Trade complex
 and the Pentagon. There's some possibility, Young told the Alaska Daily
 News, that the attacks are linked to the protests against the World Trade
 Organization, another of which is scheduled for later this month in
 Washington D.C. "If you watched what happened (at past protests) in
 Genoa, in Italy, and even in Seattle, there's some expertise in that field,"
 Young said. "I'm not sure they're that dedicated but ecoterrorists --which are
 really based in Seattle -- there's a strong possibility that could be one of the
 groups." 

       Young doesn't believe any of this. But he smells weakness in the
 environmental movement and, like the old fur-trapper that he is, he is poised
 to exploit it. Young is not beneath using the carnage of the World Trade
 Center as a launching ground for his own agenda: oil drilling in the Arctic
 Wildlife Refuge, logging in the Tongass rainforest, passing laws against
 environmental protest and construction of new missile bases in the Alaska
 tundra and on the Aleutian Islands. 

       Chemical War in Manhattan As the environmentalists are putting
 themselves into a state of suspended animation, the citizens of Manhattan
 and the thousands of volunteer rescue workers mulling through the rubble at
 the World Trade Center complex may well be in the whirlwind of a toxic
 event, which has received little media attention and almost no precautionary
 aid from FEMA or other federal agencies coordinating. 

       Early reports from the Environmental Protection Agency described the
 destruction of the World Trade complex "an environmental catastrophe": the
 air of Manhattan clotted with asbestos, dioxin and other poisons. Yet,
 rescue workers found themselves without little more than surgical masks
 between their lungs and the poisons emanating from the smoldering ruins. 

       For years, the Pentagon and other terror pundits had been warning of
 the vulnerability of American cities to attack by biological and chemical
 weapons, the so-called asymmetrical warfare. These apocalyptic scenarios
 held that terrorist groups would unleash anthrax or sarin gas attacks in
 subways, water supplies or mega-office buildings, such as the World Trade
 Towers. Well, it turns out that the attackers didn't need to pack any
 chemicals, the buildings themselves proved to be quite toxic enough. The
 attackers used American planes as missiles and the buildings as chemical
 weapons. 

       Built during the height of the asbestos boom, the guts of the World
 Trade Center may have been one of the world's largest repositories of the
 carcinogenic fiber, used as insulation in the giant towers. 

       Underneath the rubble, thousands of tires continue to burn, sending
 plumes of pitch black smoke down the canyons of Manhattan. This smoke
 is contaminated with dioxins and assorted other poisons of the
 petrochemical age. 

       Early Warnings 

       Reports keep coming in to us of advanced warnings that an attack of
 some sort was eminent. San Francisco Mayor Willie Brown was booked to
 fly from the Bay Area to New York City on the morning of September 11. But
 Brown says that late Monday evening, a full 8 hours prior to the attack, he
 received a call from a person Brown described as his "airport security man"
 telling him that he should be extra cautious about air travel on September
 11. 

       In addition to what we have previously reported about heightened
 security at the World Trade Center itself in the weeks leading to the attack
 and at the Picatinny Arsenal in Rockaway, New Jersey, CounterPunch has
 also learned that an internal memo was sent around Goldman Sachs in
 Tokyo on September 10 advising all employees of a possible terrorist
 attack. It recommended all employees to avoid any American government
 buildings. 

       That said, according to Rep. David Bonior, the Michigan Democrat, the
 Congress was the last to know. Even after two planes had struck the World
 Trade Center towers and another had smashed into the Pentagon, Bonior
 says congressional officials were not warned by the CIA or any other
 intelligence arm of the federal government that the 30,000 workers in the
 Capitol might be at risk of an attack. Bonoir has been one of the few
 members of Congress to openly question the value of bowing to the
 demands for more money made by CIA and other intelligence agencies. "If
 they can't even warn members of Congress about an ongoing attack, you
 really have to wonder what good they are," Bonior said. CP

America's Reichstag Fire

The most massive so-called "terrorist" attacks on U.S. soil since the
Oklahoma City bombings of 1995, were known, a week ahead of time, by the
American CIA. Among the foreign intelligence agencies who penetrated the
plots were the French CIA and Israel's The Mossad, units of both often
working with one another.
 

Foreign intelligence sources confirm the validity of this story. And they
state that they informed the U.S. secret police who absolutely failed,
neglected, and outright refused to take action as to known prior specifics
of which the top-level of the CIA were informed in advance.
 

As made known to the CIA, were the following, among other details:
 

[1] That George Herbert Walker Bush, as President, at the close of the
Persian Gulf War, 1991, arranged to bring into the U.S. some four thousand
Iraqi military officers, some from intelligence units, and their families.
 

[2] Some 550 of these officers became residents in Lincoln, Nebraska, AND
TWO THOUSAND OF THEM took up residence in Oklahoma City. In a watered down
story, CBS' "60 Minutes" Program did a segment once on this about Lincoln,
Nebraska but said NOTHING about the Iraqi military officers in Oklahoma
City.
 

[3] The financial and other provisions for them and their families were
arranged by the Elder Bush, and then quietly continued by Bill Clinton as
President, and perpetuated by George W. Bush as White House "resident" and
"occupant". The arrangements included financial subsidies, housing, and
employment for the Iraqi officers.
 

[A brave Oklahoma City TV Reporter, Jayna Davis, on their local TV station,
put on the air several stories about the Iraqi connection to the bombing of
the Alfred P. Murrah Building, the bombing done with the aid of domestic
dissidents as surrogates. A group bought out the TV station and silenced
her. Timothy McVeigh's chief defense counsel for the murder trial, Stephen
Jones, on behalf of McVeigh, filed an extra-ordinary petition in the next
higher court, just prior to the murder trial. To no avail, Jones tried to
force Denver U.S. District Judge Richard Matsch to compel the American CIA
to disgorge records held by them showing prior U.S. knowledge of the
bombing, as confirmed by other known records, some of them also in secret
court records. We have a copy of the 185 page U.S. Court of Appeals, 10th
Circuit, petition filed by Jones and almost uniformly ignored by the
American monopoly press. The petition raises the Iraqi connection.]
 

[4] The foreign intelligence agencies informed the American CIA that guns
would be planted on-board as many as ten U.S. commercial airflights. This to
be done by airplane clean-up crew members who are generally not subject to
airport security provisions. These workers most likely did not know the
purpose of the gun-planting.
 

[5] The CIA also was informed prior to the "terrorist" attacks scheduled for
"911" Emergency Day [September 11], that highly skilled Iraqi pilots, among
the four thousand Iraqi officers resident in the U.S., would take over the
commercial flights, by retrieving the weapons concealed onboard, and then
commandeering the flight deck.
 

[6] The Elder Bush, Clinton, and George W. Bush, all were in a position to
know that the Iraqi officers that they provided for included some
double-agents. The FBI Counter-Intelligence Division at no time was
instructed to do anything about these double-agents in a position to commit
mischief, murder, and mayhem, on U.S. soil.
 

[7] As I revealed a week prior to the "terrorist" attacks, some foreign
television networks were busy preparing lengthy documentaries that would
scandalize George W. Bush and other members of the Bush Family, including
the Elder Bush and Jeb Bush. The subject matter included how forty million
dollars in dope funds were used by the Bush Family to reportedly corrupt
South Florida DEMOCRATS to abandon the recount even ahead of the U.S.
Supreme Court ruling installing George W. Bush as the "resident" and
"occupant" of the White House. The dope funds came reportedly from Bush
Family business partner, Carlos Lehder, co-founder of the U.S./Colombia

[8] As part of the targetting of the World Trade Center buildings, a group
of surrogates for the Iraqi military officers, reportedly spent considerable
time within one of the buildings, with building security officers somehow
oblivious of their presence.
 

[9] As the CIA top officials were informed and had prior knowledge, the
purpose of the "terrorist" attacks was to effectively paralyze the financial
infrastructure of the U.S. Some of the most important stock and bond houses
in the world, with their key people having loads of inside knowledge and
hard to replace trading tricks and expertise, were located in the
known-to-be-targetted twin towers of the World Trade Center, New York City.
It was like blowing up the main "financial factory" and destroying their
inventory. The so-called "back-up" records kept parked across the river in
New Jersey, are not only inadequate but cannot help reconstruct various
accounts and transactions in the works.
 

Financial experts tell us the "back up" records parked in New Jersey, may
NOT be sufficient to re-start the American financial apparatus. Some of the
experts are loudly grumbling that they should have early on seen Federal
Reserve Czar Alan Greenspan on the television explaining about the financial
ramifications. Of course, some suppose that Americans would panic and run
out of control. So we are dealt with like little children.
 

[10] It is a serious mistake, according to savvy American and foreign
intelligence sources, to blame the Emergency all on Osama bin Laden. As
readers of our website are aware, we have long pointed out that bin Laden is
reportedly in the Mid-East Construction business. His reputed partners? The
family of Sharon PERCY Rockefeller. She is the wife of John D. Rockefeller

Whenever there is a political assassination or some other unusual violent

German police confirm Iranian deportee phoned warnings

German police have confirmed an Iranian man phoned US police from his
deportation cell to warn of the planned attack on the World Trade Centre.The
Lower Saxony Justice Ministry has confirmed the man warned of the impending
series of terrorist attacks, but had not been believed.Spokesman Frank
Woesthoff said the man phoned America "several times", but refused to give
further details.He said the US Secret Service had not told the ministry about
the calls received from the Langenhagen prison until after the attacks."I
cannot say anything about the man and the ministry does not know the content
of the conversations," he added.The Hanover daily newspaper Neue Presse
reported the 29-year-old was dismissed as mentally unstable when he gave the
warning of a terrorist attack to occur this week.The ministry would not
reveal when the calls had been made.

                 As many of you have, I just watched US President
                 Bush's White House press conference on yesterday's
                 gruesome events in New York City and Washington, D.C. 
                 Bush and the United States federal government have
                 officially declared war...only it is not evident
                 against whom. 
                 Subsequent reports indicate that Bush will appear
                 before the U.S. Congress to invoke the War Powers Act,
                 passed by the House in the 1970s to limit a
                 president's ability to wage war unilaterally and
                 arbitrarily, but destroyed as an effective mechanism
                 for doing so in April of 1999 when the Clinton
                 Administration, for the first time in US history, was
                 denied authorization to continue a war - against
                 Yugoslavia - in a 213-213 vote in the Congress. Within
                 an hour of that vote a Clinton National Security
                 Council spokesman was on national television shrieking
                 that not only would the bombing not stop, but that it
                 would be intensified. 
                 By the US Congress accepting that crude diktat and
                 nevertheless appropriating funding for the
                 continuation of the illegal war, it definitively
                 signalled the end of the US Constitutional role of
                 America's formal representatives to oversee and rein
                 in the chief executive - half a president, half a
                 monarch - in future acts of illegal miitary actions
                 and aggression abroad. 
                 It appears that each successive American
                 administration pushes yet further the boundaries of
                 armed adventurism and catastrophe. 
                 As all the news commentators assure us, Bush will
                 receive near-unanimous carte blanche authorization to
                 wage war whenever, wherever and against whomever he
                 finds it expedient to do so. 
                 The US Congress, Republicans and Democrats,
                 conservatives and liberals, avowed war hawks and
                 alleged Progressive Caucus members, will grant him
                 whatever he requests: The funds and support to attack
                 any country or countries, even those not even remotely
                 implicated in yesterday's attacks, and the use of
                 whatever weaponry, conventional and otherwise, he
                 should choose to employ. 
                 What in fact Mr. Bush will soon be armed with - by
                 that assemblage of professional politicians on the
                 Hill who yesterday evening broke into a spontaneous
                 chorus of God Bless America, right out of the closing
                 scene of the revanchist Hollywood film, The Deer
                 Hunter - is an unlimited, permanent blank check to
                 wage la guerre eternal - war without end. 
                 The White House, with none of the fictitious foreign
                 policy fissures we've heard so much about, and its
                 diehard loyalists on both sides of the Congressional
                 aisle, have been evoking the specter of Osama bin
                 Laden to rally hateful and revengeful public sentiment
                 and to personify the oft-repeated *evil* that
                 threatens the United States and, to quote the
                 president, "all democratic and freedom-loving people"
                 - no other of whom, it should be noted, seems to be on
                 the alleged hit list of Mr. bin Laden. 
                 Furthermore, and ominously, Bush threatens not only to
                 attack - recall this is in his words a state of war -
                 the actual perpetrators of yesterday's attacks
                 (whomever they may be), but "their harbors." Not those
                 who allegedly harbor them, but their harbors. 
                 To be consistent, which is to say honest, Bush, as his
                 legion of intelligence operatives could readily tell
                 him, would have to identify who has and still is
                 supporting the villain of this dangerous melodrama,
                 Osama bin Laden. 
                 Bin Laden worked hand in glove with the US Central
                 Intelligence Agency since the early 1980s in
                 establishing his Maktab al-Khidamar network, which
                 raised money and recruited jehadis - the so-called
                 Afghan Arabs, estimated to be some 10,000 strong - to
                 overthrow the secular Democratic Republic of
                 Afghanistan. 
                 He was a joint asset of the CIA and Pakistan's
                 Inter-Service Intelligence, which the Afghan Northern
                 Opposition, Russia and India insist still supports and
                 controls him and his current Al-Qaida operation. The
                 latter is supported by Pakistan, Saudi Arabia and the
                 United Arab Emirates...all three loyal US and British
                 clients regimes and recipients of Anglo-American
                 military protection and largesse. So if Bush is
                 looking for harbors to bomb, he knows where they are
                 located. 
                 He also knows where they are not. 
                 And where and who they are not are the likely targets:
                 Iraq, Syria, Libya and Iran. 
                 All four are not only not linked to bin Laden in any
                 conceivable manner, but instead are vocal opponents of
                 him and his activities; are in fact potential victims
                 of the same. 
                 An audio voice-over somehow got on an American
                 television network yesterday that said: Bin Laden, who
                 has assisted forces in Somalia, Bosnia, Chechnya and
                 Kosovo.... 
                 The link has never been broken, of course, and the
                 CIA's Frankenstein monster still serves its purposes.
